Public speaker fail

The only things that stand the test of time on the Internet seem to be embarrassing videos and photos. Once they go viral and get passed around online to the amusement of millions, they never die.
Here's a good example. This woman's rambling, nonsensical speech to the Santa Cruz, Calif., City Council on May 13, 2008, has been copied and reposted across the Web.
